These are effectively policies made by government departments, semi-state bodies or companies. They are NOT laws and have even less standing than acts and statutes. You are under no obligation whatsoever to obey them. You cannot legally be denied any service because you refuse to obey a bylaw. It is with this knowledge you can legally remove clamps from your vehicle placed there under parking and clamping bylaws. Or refuse to pay fines issued to you on public transport.
Again, it is not as simple a matter of just throwing the notice or fine in the bin. This is implied consent. There is a process to get out of these, and you will see it here.
